During a public hearing Monday night, City Councilman Richard Alarc n, who heads the Education and Neighborhoods Committee, promised a second hearing next month. “I think the people are entitled to call their community whatever they want, if there is a broad consensus,” Alarc n said. The committee has not decided whether to support the proposal by the West Van Nuys/Lake Balboa Neighborhood Council to forge a greater Lake Balboa east of the San Diego Freeway. The plan, as introduced, would strip Van Nuys of its historic airport and take Lake Balboa from Encino.
